    Since the early 1990s, the dominant consensus in the debate on land rights reform in sub-Saharan Africa has been that external interventions to privatise land rights are usually inappropriate and likely to remain so.

    This paper draws out the key links between land tenure and poverty eradication. The author argues that in countries where land distribution remains highly inequitable, effectively designed and targeted, it could be a key component of anti-poverty strategies, but significant complementary measures, notably agrarian support services, are also required to achieve real impacts, together with investments in employment and economic diversification.

    Improving land governance is key in assuring that land resources can be enjoyed by all parts of the population. Donors can play an important role in combatting corruption in land administration and building a well-functioning land administration by both supporting domestic government efforts as well as engaging in international and multi-country initiatives. However, donors are advised by experts and civil society organisations to be mindful of the possible impact of their interventions on issues of land grabbing and forced relocations.

    This report explores the potential role of small-scale water storage infrastructure in two subbasins within the larger Koshi River Basin in central and eastern Nepal, yet shows that upscaling such infrastructure requires an appreciation of the other drivers of change in agriculture aside from climate (e.g., rising cost of living and poor terms of trade for agriculture). It also identifies the social relations and dynamics (distribution of land, water and labour) which could mediate the success of future interventions.

    In Tanzania like in other parts of the global South, in the name of 'development' and 'poverty eradication' vast tracts of land have been earmarked by the government to be developed by investors for different commercial agricultural projects, giving rise to the contested land grab phenomenon. In parallel, Integrated Water Resources Management (IWRM ) has been promoted in the country and globally as the governance framework that seeks to manage water resources in an efficient, equitable and sustainable manner.
