    Since the ousting of Muammar Qadhafi in Libya in 2011, the country has been on a shaky path to peace and security. Libyans have been dealing with the consequences of Qadhafi’s rule and the short, destructive civil war that followed his ouster. Due to a long history of property expropriation by the Qadhafi regime and disregard for long-standing customary claims to land in rural areas, issues relating to housing, land, and property (HLP) rights are often the cause of grievances and conflicts.

    Recent stories from Burma and Ethiopia illustrate the contentious issues surrounding the large-scale acquisition of land for agricultural production. In Ethiopia, the government may be re-assessing its policy of granting large tracts of land to investors, reducing the size of initial allocations and increasing the scrutiny of investors' capacity to achieve their proposed plans and fulfill contractual obligations.

    This article discusses how one group is contributing to critical thinking about how the Voluntary Guidelines for the Responsible Governance of Tenure of Land, Fisheries, and Forests in the Context of National Food Security (VGs) are implemented. The Future Agricultures Consortium (FAC) - an Africa-based alliance of agricultural research organizations - is both tracking implementation of the VGs and launching a study that will, among other things, investigate the multiple pressures toward the commercialization of land and the resulting impacts on land rights in Southern Africa.

    This article focuses on recent policy changes implemented by the Government of Tanzania. The Government has been criticized in local and international media for supporting harmful large-scale land acquisitions. In response, policy makers have placed a cap on transfer size: investors can acquire no more than 10,000 hectares for sugar production and no more than 5,000 hectares for rice production (two key agricultural commodities in the country). But will a cap stop harmful transfers? Maybe, but caps are not necessarily the “major step” that the article suggests.

    This article discusses issues surrounding land reform in Kenya. As the nature of land reforms is as yet undecided, disparate suggestions and proposals are being considered. These include:Land Ownership Ceilings. There are vast inequalities in land ownership. Indeed, non-indigenous Kenyans or corporations that are not significantly Kenyan own the largest consolidated quantities of Kenyan lands. Ceilings on land ownership, would encourage more equitable distribution of land, perhaps facilitating more effective production and a reduction in food security problems.

    The protection of agricultural land is an important issue because the area of food production per capita will be decreasing by several estimations in the next decades. The planning measures to ensure the preservation of valuable arable land are among the objectives of county plans in Estonia. However, there is no clear methodology for determination of valuable agricultural land as of now. The aim of the study was to develop methodology in order to determine valuable agricultural lands in the frame of preparation of countywide spatial plans in Estonia.

Most of agricultural land in Slovakia is, even after 6 years from the entry of Slovakia into the EU, leased. According to the Structural census of farms (2001), the lease of agricultural land represents 96%, in 2010 it was 91% (EUROSTAT, 2010).

    Mexican rural reform has questioned the role of the peasantry and private national producers in agriculture. The reform followed a neoliberal paradigm for incorporating the nation into the global village. As part of a government strategy, land reform in Mexico aims to change entrepreneurial and land tenure patterns in rural areas into an individual, private, large-scale, and capitalist productive structure, and the land market is vital in allowing the land transfers needed to change the land tenure pattern.

    This article estimates the poverty reducing impact of the recent land reforms and land transfers in the different land tenure systems of Uganda. Using balanced panel data for 309 households in 2001, 2003, and 2005, models that control for unobserved household heterogeneity and endogeneity of land acquisition and disposition are employed to measure the poverty-reduction effect of land on household expenditure per adult equivalent. Significant poverty reduction effects of increased land access in form of owned, operated and market-accessed land were found.
