This study proposes a novel approach to estimating a recreationaldemand model that accounts for intra-household resource allocation. Thetechnique is based on an analogy borrowed from the literature of collectivehousehold behavior and, in particular, on Browning, Chiappori and Lewbel(2006)’s model. We formulate a collective recreational demand model that takesinto account the role of each member’s preferences for consumption choices andthat depends on how disposable income is divided within the household.

In 2005, massive hurricanes battered communities along the Gulf Coast of the United States. In the aftermath, thousands of families who lived on land passed down to them informally by parents and grandparents learned that because they lacked clear formal title to their properties, they were ineligible for disaster assistance to rebuild their homes. Related title issues in other regions kept families from developing inherited lands and allowed predatory developers to use court-ordered partition sales to grab long-held properties for pennies on the dollar.

"One of the lingering effects of the food price crisis of 2007-08 on the world food system is the proliferating acquisition of farmland in developing countries by other countries seeking to ensure their food supplies. Increased pressures on natural resources, water scarcity, export restrictions imposed by major producers when food prices were high, and growing distrust in the functioning of regional and global markets have pushed countries short in land and water to find alternative means of producing food.

This impact study focussed on some of the intermediary and longer-term changes that GIZ’s work in the land sector has been aiming to bring about in Laos.

Ten years on, despite spending increases by some countries African governments still allocate an average of only 4 per cent of their national budgets to agriculture. Only eight out of 54 countries under the African Union have consistently reached the 10 per cent target.
