Uttaran, which means ‘transition’, in Bangla language, is a people centred organisation using a rights based approach to alleviate poverty, diversify livelihood opportunities and empower poor communities throughout the southwest region and gradually expanding to other parts of Bangladesh.  The core focus of Uttaran programs are human rights, land rights and agrarian reform, community based river basin management, sustainable water management, adaptation to climate change, ecological agriculture and food security.

Mission: Equip the disadvantaged people with the tools needed to deal with their social, environmental, health, economic and cultural issues and concerns.

We develop our strategies in partnership with local communities and marginalized groups. This people centered approach is vital to making sure that we are able to fulfill our goals.

Utaran began work on the Sustainable Access to Land Equality (SALE) project to ensure transparency and accountability in land governance in December 2012, in partnership with CARE Internaional UK and Manusher Jonno Foundaion (MJF). The project engaged communiies in three pilot upazilas - Amtali Upazila of Barguna District, Mohanpur of Rajshahi, and Sadar of Jamalpur-to raise the awareness of vulnerable landowners about land administraion, and to effect transparent processes for selecing landless people and for khasland setlement.

Uttaran (www.uttaran.net) is a local organisation (Bangladesh) working with vulnerable landowners i.e. women, widow, indigenous, minority and landless people to promote access to land. Uttaran is implementing a project titled, Sustainable Access to Land Equality-SALE' with support of European Union. SALE is the civil society component of overall access to land project that is lead by Department of Land Records and Surveys (DLRS) and Ministry of Land in Bangladesh.

Uttaran in partnership with Manusher Jonno Foundation and CARE has been implementing SALE (Sustainable Access to Land Equality) project funded by European union in three upazilas of Bangladesh. The development goal of this project is to strengthen access to land and property rights for all citizens, especially the poorest segments. Mainly, the project intends to promotion of effective, transparent and accountable land governance practices towards access to equitable land and property rights for the poorest community.

Sustainable Access to land Equality (SALE) project planned and organized a study visit to Cambodia with Project Management Unit (PMU) and Project Technical Assistance team (PTAT) team members. Mr. Pasi Rajander’ of PTAT led the team as has already worked with same approach with digital survey record in Cambodia. As Bangladesh is implementing the same project so to learn the experiences, their learning, challenges and way of work that helps Cambodian authority to take forward the work successfully.
