The present Act lays down provisions relating to the constitution of special areas in the Province of Alberta. For the purpose of the present Act “public land” means land belonging to the Crown in right of Alberta and under the administration of the Minister and “special area” means a special area constituted under this Act. Section 16 rules that no public land situated in a special area shall be sold without the consent of the Minister. Section 29 establishes the Special Areas Board which administrate the special areas. The text consists of 30 sections.

The present Regulation is enacted under the Public Lands Act. Section 2 establishes that in n addition to the purpose in section 11.2(2)(a) of the Act, the Fund may be used for the following: a) to provide grants made by the Minister under the Environment Grant Regulation (AR 182/2000); b) to pay for expenses that are directly associated with the sale of public land referred to in section 11.2(3) of the Act. The present Regulation is enacted under the Alberta Land Stewardship Act. In particular, the Regulation provide clear rules for a review of a regional plan, titleholders can apply for a variance to a plan and landowners can apply for compensation in appropriate cases. The Regulation supports also regional planning under Alberta's Land-Use Framework as set out in the afore-mentioned Act.
