After seven decades as a constituent republic of the USSR, Belarus attained its independence in 1991. It has retained closer political and economic ties to Russia than have any of the other former Soviet republics. Belarus and Russia signed a treaty on a two-state union on 8 December 1999 envisioning greater political and economic integration. Although Belarus agreed to a framework to carry out the accord, serious implementation has yet to take place. Since his election in July 1994 as the country's first and only directly elected president, Aleksandr LUKASHENKO has steadily consolidated his power through authoritarian means and a centralized economic system. Government restrictions on political and civil freedoms, freedom of speech and the press, peaceful assembly, and religion have remained in place. The situation was somewhat aggravated after security services cracked down on mass protests challenging election results in the capital, Minsk, following the 2010 presidential election, but little protest occurred after the 2015 election.


Belarus is a presidential republic in name, although in fact a dictatorship.

This Ministerial Decree establishes that State Cartographic and Geodetic Fund shall contain geodetic, cartographic, topographic, hydrographical, aerospace and gravimetric materials and data obtained in the course of geodetic and cartographic activity of public and intersectoral importance. State Committee on Land Resources, Geodesy and Cartography shall be in charge of permanent storage of the aforesaid materials and data.

This Decree establishes requirements for ensuring radiation safety during performance of work in areas of radioactive pollution. Performance of work shall be authorized in the presence of sanitary certificate, issued by competent public sanitary body, authorizing performance of work with the sources of ionizing radiation. Workplace must be equipped with places for personal hygiene and washing-up, dining area, recreational area and PPE storage area. Radiation level shall be measured in the course of regular control.

This Ministerial Decree defines the role of state supervision over geodetic and cartographic activities as: (a) monitoring compliance with normative and technical requirements; (b) ensuring the correct mapping of state boundaries; (c) registering such activities; and (d) managing the transfer and storage of, and access to, geodetic and cartographic information. The Committee on Land Resources, Geodesy and Cartography shall be the state institution responsible for supervising geodetic and cartographic activities.

This Presidential Decree concerns the expropriation, consolidation and concession of land for construction. It gives state land survey organizations of the task of consolidating plots of land by contract, in accordance with general town planning practices in inhabited areas and with land use planning practices outside inhabited areas. Land survey organizations shall inform landlords and tenants of the expropriation within three working days of the date of signature of the land use-planning contract.

Item 4 shall be amended to add the following wording: “List of free (vacant) shall be supplied and monthly updated by the local executive bodies and made available through internet on information resources and official web-sites of the aforesaid state bodies.” Item 8 shall be amended to add the following wording: “Plots of public land shall be allocated to Belarus nationals on condition of ownership in accordance with cadastre value thereof except for plots of land allocated thereto through auction sale.”
