The world has changed in the year and a half since Habitat for Humanity closed Solid Ground, a 4-year global advocacy campaign to increase access to land for shelter. The significant impacts of the COVID-19 pandemic and its economic fallout are still unfolding. The Solid Ground campaign helped to change policies and systems to improve access to land for shelter for over 12 million people.

Good land governance, including the key aspects of mediating and resolving land-related disputes and the protection of the housing, land and property rights of all, leaving no-one behind, and are cornerstones for peace. In the Arab region,  competition and conflict over land and land-based resources has been dramatically intensifying under the growing pressures of climate change, population growth and movements, increased food insecurity, and changing land use.

Government should address informal settlement housing backlog in the country. Addressing challenges posed by informal settlements will help government to meet the United Nations Millennium Development Goals such as providing access to basic water and sanitation. Underlying socio-economic causes of informal settlements should be tackled. When addressing challenges posed by informal settlements, government should provide the urban poor with cost effective access to urban environments.

Globally, the UN estimates that 1.6 billion people struggle to find adequate housing. Kenya’s Constitution Article 43(1) (b), provides that ‘every person has the right to accessible and adequate housing and reasonable standards of sanitation’. Kenyans suffer insecurity of tenure and are victims of frequent forceful evictions. This is a country that never follows up on building standards, leave alone rent controls. The current leadership is money-minded and has no interest in public housing.

Fatuma, an agricultural laborer in Tanzania, is among the millions of women worldwide who work on land but don’t own land of their own.

The Norwegian Refugee Council (NRC) has been leading the Housing, Land and Property (HLP) Area of Responsibility (AoR) since 2016.  Globally, the membership of the HLP AoR includes UN agencies, NGOs, research and academic institutions, donors, human rights and development agencies, and representatives of other AoRs and global clusters.
