This Law aims at regulating land survey and land registration. This Law is composed of 8 Chapters divided into 79 articles. Chapter 1 deals with Sheets and authoritative entry. Chapter 2 provides for land ownership rights. Chapter 3 refers to disposal of land rights to be recorded in the Land Register.

The authorized institution for state registration of contracts in the field of the use of subsoil signed between a competent authority and a user of subsoil as regards the prospecting of all types of minerals. The Government establishes that a contract on the use of subsoil without state registration is not valid.

This Act applies to the exploration and exploitation of deposits, situated on the owned land or on land belonging to someone else, if the deposit contains anyone of the mineral substances specified in section 1 (concession minerals). This Act shall not be applicable to areas within public waters of the sea.

The scope of this Act is to regulate the sale and acquisition of real property, and in particular land used for agricultural purposes, so as to safeguard effective use of such property, to protect the production capacity, and to regulate ownership for the benefit of public good. The interests to be protected are listed in section 1 and include agriculture, forestry and nature conservation.
