This Act makes provision, in 22 Chapters, for the management and conservation of forest resources of Liberia, defines ownership rights and other rights in forests, provides for the protection of the environment and wildlife in forests, regulates the trade in forest products and provides for various other matters relative to forestry and wildlife.Chapter 2 defines rights in forest resources in Liberia and grants the right to the Forestry Development Authority to lease out forestry land. The Forestry Development Authority shall be responsible for the administration of this Act but grant of land or of forestry utilization rights may also be negotiated with other public authorities such as the Ministry of Agriculture and the National Investment Commission (Chap. 3). Chapters 4 to 6 make provision with respect to forest resource utilization rights, i.e. the right to carry out forest operations. Such right shall be based upon a Forest Resource Utilization Agreement or an Operation Permit. Chapter 7 regulates the relationship between neighbouring forest holdings. Chapter 8 prescribes measures to be carried out to protect the environment such as monitoring of operations, forest rehabilitation and afforestation. The Forestry Development Authority may establish protected areas such as Game Reserves and Controlled Hunting Areas under Chapter 9. Other provisions of Chapter 9 regulate hunting and possession of protected animals. Rights of owners and occupiers of land affected by Forest Resource Utilization Rights shall be governed by provisions of Chapter 10. Chapter 12 regulates the trade in forests products including protected and endangered animal species. Chapter 15 provides for measures to promote forestry and wildlife activities including the establishment of an Environmental Conservation and Protection Fund. Chapter 19 defines offences and prescribes penalties. Other provisions of this Act concern financial measures, dispute resolution and regulation making powers of the Forestry Development Authority.
