The purpose of these Regulations is to standardize and guarantee the formulation and implementation of spatial planning, coordinate various spatial plans and establish a unified spatial planning system. The Regulations is divided into 6 Chapters: General Provisions (I); Spatial Planning Development (II); Spatial Planning Implementation (III); Spatial Planning Modification (IV); Supervision and Responsibility (V); Supplementary Provisions (VI).Space planning is a comprehensive, basic and restrictive planning. It is the basis for the implementation of various kinds of development and construction activities and the control of land space use and the formulation of other plans. The Standing Committee of the People's Congress at or above the county level shall supervise and inspect the implementation of the spatial planning of the people's government at the corresponding level.
