Le lobby qui cherche à industrialiser la production alimentaire en Afrique modifie aussi la législation semencière et foncière pour qu'elle serve les intérêts de l'industrie agroalimentaire. L'objectif final est de transformer ce qui a longtemps été considéré comme un bien commun en Afrique en une marchandise commercialisable que le secteur privé peut contrôler et dont il peut retirer des profits, au détriment des petits agriculteurs et des communautés.
