The aim of this policy paper is to present successful approaches to secure land tenure rights in rural and urban areas. To support future programmatic decisions by the Federal Ministry for Economic Cooperation and Development (BMZ), this paper focusses especially on impacts and good practices.
From forced eviction to loss of livelihood, social status, savings and even life, land corruption in Africa has serious and far-reaching consequences. Such corruption comes in many forms, and it must be understood – along with the factors that enable it – before it can be tackled.
Facing land grabs and eviction in the name of development, women worldwide increasingly join land rights struggles despite often deeply engrained images of female domesticity and conventional gender norms. Yet, the literature on female agency in the context of land struggles has remained largely underexplored.
Forced evictions violate a number of internationally and nationally recognized human rights. However, it directly translates to a denial of the right to adequate housing which forms the very foundational basis for the realization of other rights. Land is often a critical aspect of conflict: it may be a root cause or trigger conflicts or may become an issue as the conflict progresses. Conflicts lead to forced evictions; the people who are displaced by conflict need somewhere to live and some land to farm or to graze their animals, often leading to further disputes over the use of land and other resources.
Background A widespread sense of a failing criminal justice system and increased feelings of insecurity changed the response to crime into a culture of control, which is characterized by policies that punish and exclude. In the Netherlands, these influences can be witnessed in the war on drugs where local authorities use their administrative power to close homes involved in drug-related crime.
This paper analyzes frontier dynamics of land dispossessions in Ethiopia’s pastoral lowland regions. Through a case study of two sedentarization schemes in South Omo Valley, we illustrate how politics of coercive sedentarization are legitimated in the ‘civilizing’ impetus of ‘improvement schemes’ for ‘backward’ pastoralists.

Some commercial farmers in Serenje District, Central Province of Zambia, have acquired thousands of hectares while ignoring laws meant to prevent forced evictions. Some have used bulldozers to forcibly evict residents whose families have farmed the land for generations. This has been devastating for the communities and particularly hard on women.
