These are rights to use the land for agriculture, grazing, gathering of forestry products, etc. The right to use land is one of the essential rights of landownership, but may also be the right to use and profit from immovable property as if the user were the owner (usufruct).

This Instruction establishes the structure of state land cadastre that consists of four sections: (a) register of natural persons; (b) register of legal persons; (c) register of the objects of property, including use restrictions such as lease holders, pledgers and preferential terms of land management; and (d) register of documentation.

This Decree establishes that the forms of Certificate of landownership can be used provisionally, till the issues of the state legal form, as a document for lifelong ownership valid for inheritance and limitless (permanent) land lease.
