Bangladesh is a small country with a large population. Its increasingly developing economy further makes land a lucrative source of fixed capital. On the other hand, land titling is a cumbersome and lengthy process, where different government bodies process different sets of documents, and bureaucratic loopholes encourage fraudulent activities by organized people.
This scoping study on ways to improve tenure security in Burundi is commissioned by the Netherlands Enterprise Agency (RVO). RVO is responsible for the implementation of the LAND-at-scale program, which is a program launched by the Dutch Ministry of Foreign Affairs to contribute to improved land governance around the world.

However, these have been changed to accommodate the interests of the policymakers and senior council management. These new changes have opened the system to manipulation of town planning regulations. Using 85 studies, the paper focuses on the regular claim that land registration’s facilitation of formal documents-based land dealings leads to investment in a more productive agriculture.
