This Decree lays down the rules of sale by auction of agricultural and forestry land which shall be sold as a consequence of execution or liquidation or municipal debt settlement preceedings.
This Decree provides criteria for judging if a project for the restructuring of polluted soil must be carried out completely by its owner/polluter, or a limited restructuring which allows isolation and control of the pollution suffices. The criteria balance costs of restructuring against the need to restructure the soil completely for the safeguarding of the health of men, animals, and plants.
This Decree establishes the modalities of updating cadastre value of immovable property (revision and re-calculation) subject to application of levies and taxes.
The Decree consists of 51 articles divided into 7 Chapters. It provides for the compensation, support and resettlement when land is recovered by the State for defence and security purposes, for national interests, public interests and economic development purposes.
Item 1 shall be amended to add the following wording: “This Regulation establishes the modalities of calculation of compensation for expropriated land, payment of the aforesaid compensation to the former owners and heirs thereof and the modalities of calculation of payment for transferred urban land”.
This Decree provides for the collection of land use levies. It includes 22 articles divided into 6 Chapters. The Decree specifies in which situations the State will collect land use levies; the subjects not liable to pay (see also articles 33, 35, 50 and 87 of the Land Law No. 13/2003/QH11 of 2003); the basis for calculation of land use levies.
This Decree aims at regulating land surveys. The present Decree is composed of 3 articles. Article 1 provides for the establishment of the Survey Department. Article 2 submits the aforementioned Department to the Ministry of Housing. Article 3 entrusts the Minister of Housing with the implementation of this Decree.
This Decree regulates transfer in mortgage of lease right in case of mortgage of constructions and edifices by legal persons. Mortgage of construction or edifice and mortgaged of the right of lease of the plot of land shall be carried out by one mortgage contract by consent of the lessor of the plot of land.
This Decree approves the General Regulation for Urban and Rural Territorial Plans (REPTUR). The Regulation, consisting of 6 chapters, establishes the requirements to be satisfied in order to perform territorial management and any public or private activity, programmes or projects to be realized within the territory of Angola, as prescribed by Law No. 3/04.
This Decree establishes the modalities of making amendments to the boundaries of plots of land, tracing new boundaries and insertion of updated data into land cadastre information system. Annex 1 contains the form of notification on change of the boundaries of land plots.
