These Regulations make provision for the selection, designation, registration and notification of sites to be protected under the Council Directive 92/43/EEC on the conservation of natural habitats and of wild fauna and flora. These Regulations also implement aspects of the Marine and Coastal Access Act 2009.
These Regulation amend for Wales, Part 2 of the Environmental Protection Act 1990 so as to insert a new section (33ZA) on fixed penalty notices for contravention of section 33(1)(a) of the Act. The new section enable an authorised officer of a Welsh waste collection authority to issue a fixed penalty notice for contravention of that section in the area of the authority.
This Act provides for the establishment of a Welsh Landfill Disposals Tax (LDT), which will replace the Landfill Tax. The tax shall be charged on disposals to landfill in Wales.

These Regulations amend the Scottish Landfill Tax (Administration) Regulations 2015 to expand the definitions of “bankrupt” and “incapacitated” for the purposes of regulation 8 of the 2015 Regulations (bankruptcy or incapacity of registrable persons).
