This Act lays down rules regarding the acquisition of property rights of agricultural and forestry lands, the institution of usufruct right on such lands, the use of land, the control on restrictions relative to the acquisition of land, and rules regarding local land commissions. This Act applies to all land in the national territory.

The National Food Chain Safety Office is a governmental authority under the direction of the Minister for agrarian and rural development. It is the national authority of the Government, competent for plant production, soil conservation, food-chain control, animal husbandry, forestry, hunting, fisheries, wine production, agricultural administration and fruit brandy control.

Plant protection and soil conservation stations are part of the national administration. They are established in each county and in the capital and are supervised by the Minister of Agriculture through a specialized division of the Ministry. They carry out all the duties regarding plant protection, plant health and soil conservation specified in special provisions.
