Concentration of land ownership, lack of access, insecurity of tenure and lack of efficiency and transparency in land administration services, are among the obstacles towards responsible governance of tenure of land and other natural resources in Latin America.
Land Tenure Working Paper 18. Presents the main themes that characterize the governance in land tenure and analyses the aspects related to the evolution of agricultural policy issues in various Central American countries.
The notion of good governance is related to effective public government institutions. At the local level, this involves the development of partnerships between top - down government initiatives and bottom - up local institutions and policies. In the current rural Andean context, municipalities are frequently the framework within which local governance is nested.

Throughout its history, Mozambique has had to deal with cyclones and floods, and when these are severe they have a devastating impact. Apart from the immediate threat to human life, such natural disasters seriously impede economic growth. There is no doubt that the Limpopo valley floods in 2000 were one of the worst flood disasters in Mozambique’s history.
Land Tenure Working Paper 17. This publication identifies and assesses issues related to land governance and provides examples of good governance in the Caribbean subregion. This working paper was done in light of FAO’s Voluntary Guidelines on Responsible Governance of Tenure of Land and other Natural Resources.
This document reports on the regional consultation for Southern America (including Mexico), held in Brasilia on 20 and 21 of May 2010 with the support of the Government of Brazil and preceded by a civil society meeting composed of organizations integrating the International NGO/CSO Planning Committee for Food Sovereignty (IPC), whose recommendations have been annexed at this document.
