Supporting Implementation of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests | Land Portal

Following the endorsement of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests in the Context of National Food Security (VGGT) in May 2012, the Food and Agriculture Organization of the United Nations (FAO) – in collaboration with its partners – developed a Global Programme to support the implementation of the VGGT. 
The project – Supporting Implementation of the Voluntary Guidelines on the Responsible Governance of Tenure of Land, Fisheries and Forests – aimed to help countries and their development partners make political commitments and allocate resources towards the eradication of hunger, food insecurity and malnutrition. The explicit organizational outcome was increased awareness among decision-makers, development partners and society at large regarding the need to take decisive action to support access to natural resources.   
This project enhanced global processes to improve governance of tenure through collaborative partnerships for longer lasting impacts, while promoting the application of VGGT capacity development tools and materials. The project also provided support for VGGT implementation through a focused and thematic approach, facilitating mainstreaming of the VGGT and sharing of lessons learned across multiple countries and regions via a transversal approach. The geographical coverage of the project included countries and regions in Africa, Asia and Latin America.

This publication will demonstrate how the project was a catalyst leading to improvements in conditions in the Senegal River Basin, under which land is held or occupied in agriculture sectors. The VGGT addresses problems of weak governance of tenure and the growing pressure on natural resources, assisting countries to achieve food security for all. The project focused on four separate Multi-Stakeholder Platforms (MSPs) located in Guinea, Mali, Mauritania and Senegal.

The Scientific Conceptual Framework for Land Degradation Neutrality (LDN) provides a scientific foundation for understanding, implementing and monitoring LDN. It has been designed to create a bridge between the vision and the practical implementation of LDN, by defining LDN in operational terms. The conceptual framework is a product of the UNCCD Science-Policy Interface. Pursuit of LDN requires effort to avoid further net loss of the land-based natural capital relative to a reference state, or baseline.

As per the provisions of rule 10 of the rules of procedures of the United Nations Convention to Combat Desertification (UNCCD) Conference of the Parties (COP), the second intersessional meeting of the Bureau of the thirteenth session of the COP (COP 13) held in Guiyang, China, on 26 February 2019, endorsed the inclusion of a new agenda item on land tenure, under new and emerging issues, for consideration at COP 14. The Bureau further requested the secretariat to submit a background document in that respect.
