The Ministry of Planning consists of two main parts, namely the General Directorate of Planning (GDP) and the National Institute of Statistics (NIS). The MoP is responsible for guiding and managing national socioeconomic development planning (GDP) and managing the statistical functions of the Royal Government (NIS). It works in close cooperation with other Ministries and institutions in Cambodia. 

A number of key documents lay out the policies of the MoP. These are the Cambodian Millennium Development Goals (CMDGs), the National Strategic Development Plan (NSDP), the Statistical Master Plan (SMP), the Statistics Law and the Ministry of Planning Strategic Plan (MPSP). The Royal Government of Cambodia is committed to achieving the Cambodian Millennium Development Goals (CMDGs) through the implementation of the Rectangular Strategy and theNational Strategic Development Plan (NSDP), 2006-2010. The NSDP is the single, overarching, guiding and reference document of the RGC and the "blue print for further progress” in building a new Cambodia (Samdach Prime Minister Hun Sen).  Government and external development partners are expected to strictly adhere to the priorities set out in the NSDP.
