Government of Eritrea Resources
The constitution was unanimously approved by a Constituent Assembly. It has never been entirely put into force.
"Now, therefore, the Government of Eritrea has promulgated a Proclamation aimed at reforming the system of land tenure in Eritrea, determining land use, determining the manner of expropriating land to be utilized for development and national reconstruction, and determining the powers and responsibilities of the Land Commission."

The programme aims to improve the incomes, food security and nutrition of 171,650 households of the most disadvantaged communities in the regions of Debub and Gash Barka. It provides sustainable natural resource management to help raise agricultural productivity, and it also ensures the rehabilitation of degraded rangelands and watersheds.

The programme aims to strengthen the capacities of communal and territorial landholders, among 43,000 households, and autonomous local governments, supporting the community-based implementation of farming systems adapted to the widely varying conditions of high plateaux, inter-Andean valleys and some lowland areas, including La Paz, Oruro and Potosí, Cochabamba, Chuquisaca and Tarija, and Santa Cruz, Beni and Pando.
