This paper was submitted in response to a note by the Executive Secretary inviting participating governments to contribute papers on the topics included in the provisional agenda. In Niger stabilization measures are applied to two agricultural commodities, cotton and groundnuts.
The rate of increase of agricultural production, and especially food production, in Africa appears to have slowed down in the last few years. For 1959/60, the latest season for which data are available, provisional estimates indicate that there was a slight fall in production from the level of the previous year.
Looks at agricultural leasehold rights, freehold tenure and land markets, foreign land ownership and tenure security, rentals and sharing of redistributed land, modifying customary rights, gender and class relations, farm workers, land administration and tenure security.

The G8 countries are implementing a New Alliance for Food Security and Nutrition in six African countries that will facilitate the transfer of control over African agriculture from peasants to foreign agribusiness.

In agrarian societies land serves as the main means not only for generating a livelihood but often also for accumulating wealth and transferring it between generations.
Although opinions on impacts of land market transfers are sharply divided, few studies explore the welfare and productivity effects of land markets on a larger scale.
Economic theory, as well as empirical findings, suggest that the way in which agricultural support is provided has an influence on land markets, because payments capitalise to some degree into land values, affecting both the sale and rental price of land. This would also have effects on the transfer efficiency of support, on structural change, etc.
