Applications for the lease of, or the purchase of Crown lands shall be made to the Commissioner in Castries according to the form to be obtained at that office and shall be clearly indicated the boundaries of such land. The Commissioner shall, after examination, forward the application to the Agricultural Superintendent.

Areas specified in the First Schedule are declared to be special development areas. The activities specified in the Second Schedule may be carried out in such areas. A person who wishes to become an approved developer may make an application to the Minister under section. No conditions to which the approval is subject are specified.

This Act provides for the conservation of land in St. Lucia, for the establishment of a Board to be known as the Land Conservation Board, for conferring on that Board functions as to land, and for purposes connected therewith or incidental thereto. Land is defined as including land covered by water and in fact this Act contains provisions on drainage works.

The Development Control Authority is established under section 3. The Chief Technical Officer in charge of the Town and Country Planning Development shall be the Executive Secretary of the Authority and as such shall be responsible for carrying out its general policy and for general supervision of the activities of the Authority.

This Act amends the principal Act with respect to modification of the Adjudication Record (sect. 7), to special powers of the Demarcation Officer (sect. 12) and to appeal against decisions of the Adjudication Officer (sects. 15, 17 and 20). Section 23 concerning the finality of Adjudication Records and subsection 24 concerning appeal in court are repealed and replaced by a new provisions.

It shall not be lawful for any person to dig, take or carry away for building or construction purposes or for providing ballast for a vessel any sand, stone, gravel, etc. from any beach, seashore or floor or to move such materials along a public road., except under and in accordance with a license from the Director of Public works. A permit shall be in the form as set out in the Schedule.
