Pending adoption of comprehensive guidelines on land conversion to implement section 20 of the Local Government Code which gives powers to local government units to reclassify agricultural land in circumstance where such land ceases to be viable for agricultural purposes, these guidelines regulate place restrictions on conversion of agricultural lands.
This Circular adopts the Manual on Land Survey Procedures.
This Act amends section 41(B) of the Local Government Code of 1991 by substituting it with a new section dealing with election procedures for members of the sangguniang panlalawigan, sangguniang panlungsod, and sangguniang bayan.

This Order concerns the implementation of comprehensive land use plans by local authorities in accordance with criteria and standards of the Housing and Land Use Regulatory Board (HLRB), who shall review, evaluate and approve land use plans. Procedures are outlined for cities and municipalities, and provinces. Land use plans shall be formulated on municipal level by Policy Recommending Bodies.

The Act makes provision for the promotion and recognition of the rights of Indigenous Cultural Communities/Indigenous Peoples (ICCs/IPs), with a view to preserve their culture, traditions and institutions and to ensure the equal protection and non-discrimination of members.
