This Decree establishes that construction of the objects that are not corresponding to the purposeful use of land and terms and conditions of land allotment, and also without documentation attesting the right to land plot shall be prohibited. Land tenants and landowners that intend to carry out construction, reconstruction or extension of the objects in line with the purposeful use of land shall submit to the local self-government application containing the following documentation: (a) copy of land ownership certificate or lease contract of the land plot; (b) copy of construction project; (c) copy of technical project documentation; (c) recipe of the payment of land tax; (d) notarized copy of consent by all landowners of the plot of land; and (e) copy of state registration of legal person or individual entrepreneur.

After seven decades as a constituent republic of the USSR, Belarus attained its independence in 1991. It has retained closer political and economic ties to Russia than have any of the other former Soviet republics. Belarus and Russia signed a treaty on a two-state union on 8 December 1999 envisioning greater political and economic integration. Although Belarus agreed to a framework to carry out the accord, serious implementation has yet to take place.
