The present Agreement lays down provisions relating to the implementation of the James Bay and Northern Quebec Agreement between Her Majesty the Queen in Right of Canada and Makivik Corporation. The text consists of 18 sections. Eight Annexes are enclosed.Furthermore, the present Governance Agreement sets out a process for Sioux Valley Dakota Nation to take control over and pass laws relating to natural resource development and the environmental assessment of related projects on its reserve land base. Sioux Valley Dakota Nation will also be able to register, license and regulate businesses on its reserve lands. These changes lay the groundwork for expanded economic development and business partnerships with the private sector on Sioux Valley Dakota Nation reserve lands.The text consists of 17 Parts as follows: Definitions and interpretations (1); Government to government relationship (2); Capacity of Sioux Valley Dakota Oyate Government (3); The Sioux Valley Dakota Nation Constitution (4); Sioux Valley Dakota Nation Jurisdiction (5); Relationship of laws (6); Delegation of government functions (7); Sioux Valley Dakota Nation Lands (8); Justice matters (9); Fiscal relationship and financial arrangements (10); Taxation matters (11); Intergovernmental relations and implementation (12); Dispute resolution (13); Amendment of this Agreement (14); Miscellaneous provisions (15); Legal measures (16); Coming into effect (17).The Tripartite Governance Agreement among Sioux Valley Dakota Nation as represented by the Elected Council of its Government and Her Majesty the Queen in Right of Canada as represented by the Minister of Indian Affairs and Northern Development and Her Majesty the Queen in Right of Manitoba as represented by the Minister of Aboriginal and Northern Affairs is enclosed.
