This document is a national policy with a cross-sectoral approach. The main objectives of the Vision are: a) eradicating extreme poverty and hunger; b) achieving universal primary education; c) promoting gender equality and women empowerment; d) reducing child mortality; e) improving maternal health; f) combating HIV/aids, malaria and other diseases; g) ensuring environmental sustainability; and h) developing a global partnership for development. Food security will be ensured through: a) enabling a competitive and sustainable agricultural sector; b) improving the nutritional quality of staple foods; c) finding solutions to the negative effect of declining water resources and land degradation on food security; d) providing safe drinking water; e) improving health care systems; f) ensuring household food security.The document aims at making agriculture more productive and sustainable Importance will be given to major agricultural products such as food, feed, fiber, sugar, edible oil, meat, milk, poultry and fish. The output of several crops, pulses, oilseeds, horticulture, livestock and fisheries will be doubled. Diversification into high value agriculture and value added products will be ensured. In addition to the crop sector, the production of food, fiber and animal feed will be increased by the use of biotechnology. Biotechnology will also be used in developing genetically improved animals for milk or meat production and will be used for developing drought tolerant crop varieties. Market oriented livestock farming will be promoted. The Vision further focuses on the importance of managing land and water resources in a sustainable manner. Measures will be taken to ensure the sustainable management and protection of environment. An integrated water resource management strategy will be adopted to ensure the most optimal use of water and to enhance water efficiency. In addition, the storage capacity will be increased and other water saving technologies such as laser land levelling, furrow irrigation and high efficiency irrigation systems will be introduced. Blackish water will be used for agriculture. ms less vulnerable to climatic changes will be developed. Drought and flood resistant crop varieties will be promoted. Rangelands, forests, biodiversity will be protected from climatic changes by launching protection programs and increasing forested areas. The capacity building will be done regarding climate forecasting and analysis of its socio-economic impact.The Vision sets forth a cross-sectoral approach in reducing rural poverty. The living standards of the rural population will be improved through increasing agricultural production and mobilizing small farmers. Small scale farmers will be mobilized through making available key inputs such as special credit, certified seed training, small farm equipment, veterinary coverage for livestock. A special fund will be established for financing operations by local communities through village organizations and farmers’ schools. Employment and income generation will be ensured and opportunities will be provided through diversification of the rural economy towards agro-based industries such as livestock, fisheries and poultry. Initiatives will be launched to improve the skills and technology for reducing poverty and empowering women. Technical and financial assistance will be given to fishing communities. Community organizations and associations will be developed.The Vision also aims at enabling more inclusive and efficient agricultural and food systems. The competitiveness of the agricultural systems will be strengthened by adopting Good Agricultural Practices (GAP) and Good Manufacturing Practices (GMP). Standards will be set for agricultural commodities from Pakistan to create more opportunities of export. Private sector-led growth will be ensured by promoting investments in value added products for domestic and export markets such as floriculture. The market systems for perishable commodities will be improved. Investment in transport and preservation technologies will be promoted. Measures for developing the rural infrastructure are envisaged too. The structural transformation of agriculture from small scale to commercialized agriculture will be ensured and the non-farm sector including agro-processing will be enhanced. Market development including input, output and rural financial markets will be intensified. The asset ownership of small farmers will be enhanced by improving access to land, water and livestock. The institutional and legal changes will be done regarding the ownership, supply and use of water. Public investment will be done in rural infrastructure and institutions including water management, research, extension and education. Importance will be given to the issue of land division through inheritance. Special attention will be given to reduce the loss of fertile land to urbanization. Animal health coverage will be improved. Measures will be taken and control will be ensured regarding invasive pathogens imported with food, feed, seeds, livestock and germplasm. Post-harvest losses and bad hygienic conditions in fisheries sector will be addressed to improve the marketability of fish products.
