In this paper, we explore how different norms around property rights affect the empowerment of women of different social positions over the life cycle. We first review the conceptual foundations of property, empowerment, and intersectionality, and then present the methodology and empirical findings from ethnographic field work in Nepal. Going beyond formal ownership of property, we look at changes in property rights over personal and joint property at different stages of women’s lives.

Collaborative international research on tenure dates back at least to the early 1960s when the Land Tenure Centre was established at the University of Wisconsin-Madison and conducted some studies in collaboration with CGIAR social scientists. CGIAR interest in tenure increased in the early 1990s when natural resource management was strengthened as a component of the CGIAR agenda and the Centers on forests, agroforestry, and water (CIFOR, ICRAF, and IWMI) entered the system.

This paper reviews the available data on men’s and women’s land rights, identifies what can and cannot be measured by these data, and uses these measures to assess the gaps in the land rights of women and men. Building on the conceptual framework developed in 2014 by Doss et al., we utilize nationally representative individual- and plot-level data from Bangladesh, Tajikistan, Vietnam, and Timor-Leste to calculate five indicators: incidence of ownership by sex; distribution of ownership by sex; and distribution of plots, mean plot size, and distribution of land area, all by sex of owner.

Forest conflict in Asia is on the rise as various stakeholders have different views about and interests in the management of increasingly scarce resources. Unfortunately, in many instances, local communities and indigenous peoples suffer the most when such conflicts play out. Focusing on how rights (or a lack thereof) instigate conflict and how collective action plays a role in conflict management, this paper examines eight cases from six countries: Cambodia, China, Indonesia, Lao PDR, Thailand and Vietnam.
