Históricamente América Central es una región con importantes niveles de inequidad en la distribución y uso de los recursos naturales. Estos niveles de inequidades, partes de procesos económico socios y políticos (concentración de las cadenas de valores, agricultura de escala industrial apoyada por políticas publicas hacia los mercados de exportación), han generado algunas problemáticas relacionadas a la gobernanza de los recursos y su tenencia, tanto para la población como para los ecosistemas que sustentan en gran medida el crecimiento económico de los países de la región. Entre estas se puede mencionar (i) el alto nivel de informalidad en la tenencia; (iii) la especial dificultad de acceso a recursos naturales por personas de grupos marginados (mujeres, pueblos indígenas, jóvenes, pequeños productores); (iii) los fenómenos de concentración de tierras y otros recursos aumentando en la región desde hace dos décadas; entre otros. En este contexto, la ratificación, en el marco del Comité de Seguridad Alimentaria Mundial, de las Directrices Voluntarias sobre la Gobernanza Responsable de la Tierra, la Pesca y los Bosques en el contexto de la seguridad alimentaria nacional (Directrices, DVGT) el día el 11 de mayo del año 2012 conforma una herramienta clave para el apoyo a los gobiernos a enfrentar estos retos. Las Directrices negociadas por un conjunto de representantes de los Estados miembros, de la sociedad civil y del sector privado forman acuerdo inédito sobre la gobernanza de algunos de los recursos naturales más disputados en el mundo desde siempre: la tierra, la pesca y los bosques.
