The Global Land Tool Network (GLTN) is an alliance of global regional and national partners contributing to poverty alleviation through land reform, improved land management and security of tenure particularly through the development and dissemination of pro-poor and gender-sensitive land tools.

This webinar was organized in the frame of the 2nd Arab Land Conference.


It is widely understood that effective use of land, the sustainable production of food and development are linked. Yet, creating effective policy, which takes into account broader notions such as economic prosperity and social justice, especially in the context of competing claims to land use and title, still presents significant challenges. The difficulties are compounded by the fragmented nature of information resources about land.

There are many sources of information about land, but their visibility, accessibility, consistency and completeness vary enormously. Finding solid evidence upon which to base policy and practice is a daunting task, and consequently, progress on land governance is threatened by lack of good information. It is paramount that awareness is raised among key policy makers on the importance of building an effective land information ecosystem. It is a crucial moment for the land sector in the Arab region to work together effectively to share knowledge about land rights issues.

The webinar “Sharing and Exchange: The Land Information Ecosystem in the Arab region” will explore  the most effective way forward to nurture an information ecosystem on land in the Arab region, while stimulating knowledge sharing, collaboration and exchange. This webinar will address how land stakeholders in the Arab region, including practitioners, governments, development organizations, civil society and researchers, can work in partnership to increase access to information and build a land information ecosystem that is beneficial for all, especially the most vulnerable groups, including women. The webinar will ensure that the link between a strong information ecosystem and improved tenure security for vulnerable people in the Arab region is effectively made.

 

Objectives

By the end of the webinar both panelists and participants, will together:

  • identify information gaps in the region, including for land administration data, but also information for capacity development and about organisations and specialists working on land issues. Gaps may refer to existence, accessibility or abilities to re-use information;
  • identify how participants can work to increase access to information and use it in order to address identified land rights issues, with a focus on the region;
  • identify how participants can gather and communicate knowledge to reach a wider impact and be part of and promote the information ecosystem in the region;

  • Laura Meggiolaro, Team leader of the Land Portal Foundation
    Laura is a specialist in information and knowledge management for development with a passion for Open Data. She has substantial program management experience and during the last fifteen years, she has led the Land Portal team.
  • Dina Naguib, Urban planning Researcher; Housing & Building National Research Center, Cairo 
    Dina has 18 years of experience as an urban planner. She is currently a PhD candidate on  Urban Design & Community Development at Cairo University and has performed many assignments providing technical assistance and capacity building in urban planning.
  • Everlyne Nairesiae, GLII coordinator, UN-Habitat
    Everlyne is a land governance, gender, monitoring and evaluation expert, with over 17 years of experience working with national, regional and international organisations. She currently coordinates the Global Land Indicator Initiative (GLII) and serves as Gender Focal Point for GLTN at UN-Habitat.
  • Rafic Khouri, Senior consultant to the Arab Land Initiative
    With a PhD in development economics, Rafic has large experience with land tenure issues and was for 15 years in charge of the Order of French Surveyors’ European and international relations. He is one of the three principal authors of the GLTN book: “Women and land in the Muslim World”.
  • Raed Gharib, CEO Seeds Jordan
    Raed Gharib is co-founder and CEO of Seeds Jordan, a youth organization that works to increase the youth’s active participation in development processes, including in achieving the Sustainable Development Goals (SDGs). He is a member in the International Land Coalition council and member in ILC regional committee for EMENA. Raed is a social entrepreneur and holds a PhD in business management.

مقدمة : 

من المفهوم على نطاق واسع أن الاستخدام الفعال للأرض و الإنتاج المستدام للأغذية  و التنمية  هي أمور مترابطة  ومع ذلك ، فإن وضع سياسة  فعالة  تأخذ في نظر الاعتبار مفاهيم أوسع مثل الرخاء الاقتصادي والعدالة الاجتماعية  لا سيما في سياق المطالبات والتنافس لاستخدام الأراضي وحيازتها ، لا يزال يمثل تحديات كبيرة ومما يزيدها صعوبة  قلة  مصادر وكمية المعلومات حول الأرض. 

هناك العديد من مصادر المعلومات والبيانات حول الأراضي ، لكن إمكانية الحصول عليها  و بصورة سليمة متناسقة ومتكملة  يختلف اختلافًا كبيرًا من مصدر إلى آخر . إن العثور على أدلة قوية تستند إليها السياسة والممارسات مهمة شاقة ، وبالتالي  فإن التقدم في إدارة الأراضي مهدد بسبب نقص المعلومات الموثقة ، لذا  من المهم   أن يتم رفع الوعي بين صانعي السياسات الأساسيين  حول أهمية بناء نظام إيكولوجي فعال لمعلومات الأراضي . إنها لحظة حاسمة بالنسبة لقطاع الأراضي في المنطقة العربية للعمل معًا بشكل فعال لتبادل المعرفة حول قضايا حقوق الأرض. 

ستكشف الندوة عبر الإنترنت "المشاركة والتبادل: النظام الإيكولوجي لمعلومات الأراضي في المنطقة العربية" الطريقة الأكثر فاعلية للمضي قدمًا لتعزيز نظام إيكولوجي للمعلومات عن الأرض في المنطقة العربية ، مع تحفيز تبادل المعرفة والتعاون. ستتناول هذه الندوة  كيفية تمكين ألجهات المعنية بلأراضي في المنطقة العربية ، بما في ذلك الممارسين والحكومات ومنظمات التنمية والمجتمع المدني والباحثين  في فرصة للتعاون لزيادة الوصول إلى المعلومات وبناء نظام إيكولوجي لمعلومات الأراضي يعود بالنفع على الجميع ، وخاصة الفئات  الأكثر  ضعفاً، بما في ذلك النساء. ستضمن الندوة  الربط بين نظام إيكولوجي قوي للمعلومات وتحسين أمن الحيازة للأشخاص المعرضين للخطر في المنطقة العربية.
