Le Gouvernement de la République arabe d’Égypte a eu le plaisir d’annoncer la deuxième Conférence sur la terre arabe, organisée sous le patronage du Ministre égyptien du logement, des services publics et des communautés urbaines.
 
La conférence était organisée par le Centre national de recherche sur le logement et la construction (HBRC) représenté par l'Institut de formation et d'études urbaines (UTI) en partenariat avec ONU-Habitat, le Global Land Tool Network (GLTN), la Banque mondiale (BM), le Département foncier de Dubaï.La conférence a permis une participation en personne et virtuelle et s'est déroulée du 22 au 24 février 2021 au Caire, en Égypte.

 

Organisateurs

Le gouvernement de la République arabe d'Égypte a le plaisir d'annoncer la deuxième conférence sur la terre arabe qui sera organisée sous le patronage du ministre égyptien du logement, des services publics et des communautés urbaines. La conférence est organisée par le Centre national de recherche sur le logement et la construction, représenté par l'Institut de formation et d'études urbaines (UTI), en partenariat avec ONU-Habitat, le Global Land Tool Network (GLTN), la Banque mondiale, la Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) et le Département des terres de Dubaï. Les dates

La conférence permettra une participation en personne et virtuelle et aura lieu les 22, 23 et 24 février 2021 au Caire, en Égypte. Le lieu exact de l'événement sera communiqué ultérieurement. Afin d'offrir une expérience complète de la conférence tout en respectant pleinement les directives COVID-19, l'événement permettra une combinaison de participation sur place et à distance pour les panélistes, les présentateurs et les autres participants aux sessions de haut niveau et aux sessions techniques.

Les objectifs

La conférence marque une étape importante dans la feuille de route vers l'établissement d'une bonne gouvernance foncière dans la région arabe. La conférence encouragera la bonne gestion et l'administration des terres en se concentrant sur les priorités de l'Initiative pour les terres arabes : promouvoir la collaboration et la coordination, développer et partager les connaissances, développer les capacités des individus et des organisations et soutenir la mise en œuvre de programmes et d'interventions liés aux terres. La conférence sera une plateforme pour discuter des expériences des pays, présenter de nouvelles recherches, encourager un soutien et une appropriation de haut niveau pour aborder la gouvernance foncière, et pour renforcer et développer les capacités des acteurs fonciers de la région.

Les sujets

Les experts et les praticiens auront l'occasion de soumettre et de présenter des documents en rapport avec les huit thèmes de la conférence :

  1. Gestion et administration des terres : outils et pratiques
  2. Enregistrement des terres et de la propriété : modernisation et réforme
  3. Gestion des terres en temps de crise : conflits, changement climatique et épidémies
  4. Accès à la terre pour les femmes et les groupes vulnérables : pratiques réussies et enseignements
  5. Utilisation efficace des terres : outils et pratiques
  6. Technologies et solutions intelligentes : améliorer la gestion des terres, l'aménagement du territoire et la construction
  7. Participation du secteur privé : politiques et pratiques
  8. Développement des capacités : succès et lacunes

Land governance is strongly related to peace , it is linked to livelihood, identity and power. Good land governance, including the key aspects of mediating and resolving land-related disputes and the protection of the housing, land and property rights of all, leaving no-one behind, and are cornerstones for peace. In the Arab region,  competition and conflict over land and land-based resources has been dramatically intensifying under the growing pressures of climate change, population growth and movements, increased food insecurity, and changing land use.

Capacity development is defined as ‘‘The process through which individuals, organizations and societies obtain, strengthen and maintain the capabilities to set and achieve their own development objectives over time” OECD (2006). Capacity development is very important in the Arab region to ensure that the management of land and land-based resources matches the challenges of current times. It is also an important aspect for establishing a well-functioning land sector.  Despite this, capacity development alone cannot enhance land governance .

The Arab region suffers from many challenges  in the land governance and land management sector. Most importantly, tenure insecurity in the Arab region is the highest in the world.  In the Worldbank’s Registering Property- Doing Business indicator, the region ranks  lower than any other region, with the exception of some Gulf Cooperation Council countries. Tenure insecurity negatively affects many aspects of the  economy including urbanization, agricultural development, the private sector and women's empowerment, just to name of a few.

It is widely understood that effective use of land, the sustainable production of food and development are linked. Yet, creating effective policy, which takes into account broader notions such as economic prosperity and social justice, especially in the context of competing claims to land use and title, still presents significant challenges. The difficulties are compounded by the fragmented nature of information resources about land.

It is for good reason that gender is a major theme at this week’s Arab Land Conference. Around just 5% of women own land or property in the region – one of the lowest rates in the world.
