In Uzbekistan, livestock production accounts for 40% of agricultural output. Since independence, areas planted with forage and feed crops have decreased by 70%, whereas the cattle population has increased by 150%, leading to a sharp increase in GHG emissions (mainly methane through enteric fermentation).

This crop has been facing pests and diseases with limited efforts to address these issues. With the death of the first president of Uzbekistan, Islam Karimov, in September 2016 and the election of Shavkat Mirziyoyev as new president in December 2016, the so-called post-Soviet transition period had come to an end.

WLE/IWMI research findings demonstrated that substantial water and energy savings could be achieved by adopting more efficient irrigation technologies in the lift irrigated areas of Uzbekistan. Researchers engaged with decision makers and recommended that the government shift subsidies from energy to water saving technologies.

An innovative water-measurement and accounting tool developed and tested by WLE/IWMI and partners, "smart sticks", have proven successful in improving water accounting in Uzbekistan irrigation associations. They enable associations to automatically record how much water has been delivered to which farmers.
