    This Decree sets forth provisions on efficient use of land for all land owners, users and lessees, soil operations, protection of environment, soil protection, improvement of natural and man-made landscapes, scientific research and sustainable development. This Decree specifies that land structures consist of complex and economic structure. The scheme and projects on soil operations shall be implemented by the State Committee on Property Issues and the State Committee of Real Estate and Land Issues of the Nakhcevan Autonomous Republic.

    This Decree underlines that state land cadastre shall be carried out on a single system. This system is composed of geo-botanical and other search-and-research studies on the basis of geodesic, cartographic and topographic data, land use registration, land registration, land evaluation, thematic mapping, inspection and methods for indicators affect adversely the soil fertility and soil quality.     This Decree states that the State Cadastral Fund includes cadastral data and materials regarding designated purpose, borders, configuration, geographical location, legal status and other quantitative and qualitative indicators of all lands in Azerbaijan. All enterprises in Azerbaijan shall submit materials concerning land cadastre, land monitoring and land structure in the manner prescribed by law to the State Committee on Property Issues.

    This Decree sets forth provisions on cooperation of the State Committee on Property Issues with other relevant institutes, analysis and update of information related to soil monitoring, project-search and research institutions on the basis of national, regional and local programs, methods and reporting procedures. This Decree states that monitoring of soil is a regular system for early intervention, assessment and elimination of consequences to detect changes in soil fertility properties.

    This Decree aims at conservation and recovery of lands affected by radioactive and chemical contamination which pose a threat to human health and do not meet the sanitary requirements, by withdrawing them from economic circulation and transfer them to the State Reserve Fund for restoration. This Decree states that measures shall be taken against hazardous chemicals used in plant protection and mineral fertilizers in agricultural land as well as industrial and domestic waste water and waste.

    By this Decree, legislative acts such as the list of national forest inventory, the methods of economic valuation of forests and the state forest cadastre have been approved. The Regulation on state forest cadastre aims at registration of the forest fund for ecological, economic, quantitative and qualitative assessment. This Regulation sets out the duties and responsibilities of the Ministry of Ecology and Natural Resources while carrying out state forest cadastre.

This State Standard is authentic translation of ISO 10381-6:2009 Soil quality -- Sampling -- Part 6: Guidance on the collection, handling and storage of soil under aerobic conditions for the assessment of microbiological processes, biomass and diversity in the laboratory.

This State Standard is authentic translation of ISO 10381-5:2005 Soil quality -- Sampling -- Part 5: Guidance on the procedure for the investigation of urban and industrial sites with regard to soil contamination. The initial inspection shall be in 2020 to determine the requirements of the standard to comply with the international standards, norms, rules and recommendations.
