    Uzbekistan is a sovereign democratic republic. Both names of the state - the Republic of Uzbekistan and Uzbekistan - shall be equivalent (Article 1). All citizens of the Republic of Uzbekistan, regardless of their nationality, constitute the people of Uzbekistan (Article 8). Democracy in the Republic of Uzbekistan shall rest on the principles common to all mankind, according to which the ultimate value is the human being, his life, freedom, honour, dignity and other inalienable rights. Democratic rights and freedoms shall be protected by the Constitution and the laws (Article 13).

    The Republic of Kazakhstan proclaims itself a democratic, secular, legal and social state whose highest values are an individual, his life, rights and freedoms (Article 1). Human rights and freedoms in the Republic of Kazakhstan shall be recognized and guaranteed in accordance with this Constitution (Article 11).     Turkmenistan is a democratic, legal and secular state in which the government takes the form of presidential republic (Article 1). The property is inviolable. Turkmenistan approves the right to private ownership of the means of production, land and other material and intellectual values. They can also belong to the associations of citizens and the state. The law establishes objects that are exclusive property of the state. The state guarantees equal protection and creation of equal conditions for development of all forms of ownership.
