The science of "survey" was known to ancient Egyptians. Drawings and
paintings on the walls of temples and tombs, and writings on papyrus, prove that ancient. Egyptians practiced surveying long ago. Paintings on the temples of Thebe display land-surveyors using linear instruments.
The development of the Czechoslovak cadastre can be followed for hundreds of years, because its roots go as far back as the middle Ages. In the written records the area, land sort (cultivation, culture), value class, cadastral output, tenant and his habitation are given for each land. The establishment of cadastre always needs -that there should be a real conception on keeping it up-to-date.
"The word cadastre is the technical term signifying the surveying of parcels of land, establishing their area, value and ownership (or any other title of occupancy)". This definition seems to deal only with the topographical aspect of the system, in other words, the demarcation of a group of parcels, with their area, their boundaries and the name of the owner. In Madagascar, in addition to this demarcation, the owner must establish his title by an official instrument.
Dans la pratique, l'Etat dénonça les terres vacantes une à une, au fur et à mesure de ses besoins, par le moyen des "enquêtes de vacance". Ces enquêtes déterminaient par l’organe de fonctionnaires territoriaux spécialement entraines à cet effet, s'il existait sur la terre recherchée, des droits indigènes tels que définis plus haut.
En 2006, la Commission de l’Union africaine, le CEA et la BAD ont enclenché un processus d’élaboration d’un cadre général et lignes directrices sur les politiques foncières et les réformes foncières en Afrique avec pour objectif de sécuriser les droits fonciers, d’améliorer la productivité et les conditions de vie de la majorité de la population du continent.

To date, all global assessments have concurred that Africa is the Earth’s most vulnerable region to climate change. The severity of Africa’s vulnerability to climate change was confirmed by the IPCC Fifth Assessment Report. Moreover, the International Research Institute for Climate and Society is warning of an El Niño that could result in above-average rainfall in the Horn of Africa. In spite of all these challenges, Africa’s determination to rise has never been stronger.
