    This working paper contains the proceedings of the workshop that was organized on 14 March 2001 in Hanoi, gathering experts from the various disciplines such as health, environment,water resources management, irrigation, agriculture, soil sciences, water quality, etc. to discuss the findings of 16 papers on different aspects of wastewater reuse. The proceedings of this workshop are presented here in summary form, which we hope will provide a bird's-eye view of the current knowledge in Vietnam on this subject to a wide spectrum of interested persons.

    The case studies reported here highlight important concepts and information on the linkages between water and poverty that may not be available elsewhere. The overall objective of the studies is to draw generic lessons and identify interventions that can help policy makers, planners and other stakeholders to develop actions that are effective in water resources management for the poor. All case studies focus on poor in South Asia, but all with differing geographic contexts or thematic focci. The first two papers are based on field surveys supplemented by literature reviews.

    Water distribution rules and water distribution performance: a case study in the Tambraparani Irrigation System

    Explores the relationship of water distribution rules to water distribution performance in the Tambraparani Irrigation System in India. Argues that if water distribution rules do not match the irrigation services desired by the users, the users subvert the rules to provide the water deliveries they require, with negative impacts on water distribution performance and equity, and the cost of irrigation.
