The current study focuses on mapping active stakeholders and HLP rights projects and programmes in areas of return in Iraq. Specific attention will be given to economic and political factors and challenges, as well as the gender dimensions of these programs. To meet this objective a questionnaire was prepared for key stakeholders. In addition to an extensive literature review of the legislative Iraqi system and published reports by organizations focusing on HLP rights.

Par une approche systémique, l’article interpele les stratégies d’usage foncier urbain comme ressource territoriale à la fois convoitée dans un système productiviste et pierre angulaire pour l’aménagement du territoire. Evictions have emerged as the most common housing, land and property risk globally associated with the COVID-19 pandemic in spite of the fact that access to adequate housing is essential to reduce the spread of the virus. This arises due to a combination of factors, the main one being the suspension and loss of livelihoods on a massive scale resulting from public health prescriptions resulting in an inability to pay rent. Opportunistic actors (governments, armed groups, and landlords) may also use this crisis to evict people from houses, camps and informal settlements.

Eviction and relocation are longstanding issues that have had severe consequences for poor communities in Phnom Penh. The right to housing is a fundamental human right, and one that is often ignored throughout the eviction and relocation process. Since the 1980s, Phnom Penh has witnessed the eviction and relocation of more than 50 communities, around 9,832 families, more than 40,000 people, most of whom suffered and continue to suffer as a result of the process.
