The present guides have been given for the purpose of implementing the new land tax system set out by Decree No. 50/PM of 1993. The calculation of the tax is based on the classification of the different uses of land: (a) land for construction; (b) agricultural land; (c) farmland; (d) land for "rai".

This Law, consisting of twelve Chapters, establishes the Law on Standards. It specifies principles, rules, measures regarding the establishment, activities, management, and inspection of standards and technical regulations for products, goods, services, processes, and the environment.

The present Law distinguishes between five types of property:(1) State property, which includes "material and technical basis of the society under state control" and assets used in operations carried out by the state. According to article 4, paragraph 2, the state may grant the right to use natural resources (land, water, forests) to other organizations, economic units and individuals.
Article 3 of this Decree further elaborates the concept, introduced by article 3 of the Law, of administration by the State of all land that is in ownership of the national community. Individuals are prohibited from using land as a commodity for sale.
The Regulation establishes certain conditions and criteria for the transfer of the ownership or right of use of land, houses, vehicles and household equipment. Further provisions concern the determination of the selling prices, the rights and obligations of purchasers, lessees or successors.
The present Decree concerns the transfer of State ownership and right of use on land, houses, vehicles and household equipment to the Government cadres and personnel.
